    Chenglin Liu is the Foreign and International Librarian at the O’Quinn Law Library at the University of Houston Law Center, where he also teaches Chinese Law. Mr. Liu received his Masters of Law from Dalian University of Technology (China) in 1993, an LL.M in European Law from Lund University (Sweden) in 1999, LL.M and J.S.D from Washington University in St. Louis in 2000 and 2005. Mr. Liu earned his MIS from University of Illinois at Urbana-Champaign in 2002. Mr. Liu is the author of Chinese Law on SARS (New York: W.S. Hein2004).

    Introduction

    While globalization has facilitated world trade and economic growth, it has also enabled regional epidemics to spread at unprecedented speed worldwide.
